You're best and beyond the states sea protection.  You've got to take in your enemies complete fleet of Naval Ships.  Destroy them with the simple fact that they all must proceed in creation and you'll be able to go anywhere you would like.  Take them with your cannons or board their boats when they get shut.  It's possible to use the loot to purchase better weaponary and updates.  Position your boat a couple of knots before the enemy and take then flip so they don't have any possibility of hitting and preventing their fire.  Ensure that you always keep many of crew on board because you want those units to knock the guns and struggle in case an enemy ships becoming too near.
